Irakli Porchkhidze – Senior Vice-President of GISS


Until recently Irakli Porchkhidze has been the First Deputy Minister for Reintegration. In this capacity, he was in charge of implementing the State Strategy towards Occupied Territories and its Action Plan. He also headed the Georgian delegation in the humanitarian working group of Geneva talks. He previously served as the Deputy Secretary of the National Security Council of Georgia. He was responsible for leading the National Strategic Review process, which included the development of the National Threats Assessment Document, the National Security Concept and other sectoral strategic documents. Earlier he served as the first head of the Civil Registry Agency under the Ministry of Justice. He shaped strategic outlook of the agency; led agency’s institutional development process and introduced spectrum of new services.
Before joining the government, Mr. Porchkhidze was a program manager at the Open Society Georgia Foundation, where he worked on the issues relating to anti-corruption, government transparency, election monitoring, and human rights; he also helped develop the first National Strategy on Local Self-Government, which focused on decentralizing governance structures and developing capacity in local governments across Georgia.
Mr. Porchkhidze holds master’s degrees in international affairs and political science from Columbia University (New York) and Central European University (Budapest).
